Here are some sites that have info on ph testing. It is my understanding that handmade soaps test rather high because of the surfactants in the soap. A level of 10 is not unusual. In my opinion, the best way to get proper ph is to use exactly the correct amount of lye to oil. Here are the sites.

Here is a quote from a site about tongue testing - "Touching the soap to your tongue (after 4 weeks) is a good test for completed curing; if there is no “tingle” or "burn," it's ready to use."
